This research examines how effectively ESL programs in Toronto public schools support newcomer youth, with a focus on funding, classroom resources, and communication. Using a qualitative approach, data was collected through interviews with ESL teachers, student surveys, and analysis of policy documents. The findings reveal a gap between institutional policies and classroom realities, especially in relation to limited resources and high teacher workload. Communication barriers between schools and newcomer families also limited engagement and support. While ESL programs help students develop language skills and provide a supportive environment, many students still face challenges with social integration. The study highlights that program effectiveness is shaped not only by resources but also by how support is communicated.
